Exceller Support Solutions is seeking a highly organized and decisive Program Operations & Care Coordinator to serve as a key operational leader and strategic partner to the CEO. This role is responsible for overseeing the operational performance, clinical compliance, and staffing integrity of our Section 19 program. The coordinator manages the full member-to-service lifecycle, ensuring services are delivered efficiently, in full regulatory compliance, and with a strong commitment to person-centered care. You will act as the central point of coordination between members, staff, and external stakeholders, always ensuring both quality outcomes and audit readiness.
Operational Leadership & Compliance
- Develop and maintain systems for intake, scheduling, and documentation management
- Perform weekly reconciliation of authorized vs. delivered service hours
- Lead preparation for audits, internal reviews, and quality assurance processes
- Ensure alignment with MaineCare service requirements and program standards
Staffing & Field Operations
- Oversee complex staff scheduling, including emergency and backup coverage
- Supervise and evaluate Personal Support Specialists (PSS)
- Conduct routine home visits (monthly, quarterly, annually)
- Partner with HR to maintain 100% compliance with background checks and certifications
Care Coordination & Program Oversight
- Manage intake, onboarding, and service initiation for new members
- Facilitate person-centered planning and develop Plans of Care
- Serve as liaison to families, guardians, and case managers
- Ensure services promote independence, dignity, and individual choice
Technical Compliance & Documentation
- Provide rigorous oversight of Electronic Visit Verification (EVV) system, accuracy, and quality control
- Conduct documentation audits to ensure billing and clinical integrity
- Monitor compliance with MaineCare and internal documentation standards
- Bachelor’s degree in Healthcare Administration, Social Work, or related field OR High School Diploma with 1–3 years of leadership experience in a MaineCare-funded home care setting

Exceller Support Solutions (E.S.S) is looking for dedicated and compassionate Personal Support Specialists (PSS) to join our team! We provide high-quality in-home support to adults and seniors under MaineCare Section 19, helping our clients maintain their independence and dignity within their own homes. This role is ideal for someone who enjoys meaningful work, prefers working independently, and wants to make a difference in others’ lives. As a Personal Support Specialist (PSS), you will provide hands-on support with personal care, daily living activities, and routine household tasks to help clients remain safe and comfortable in their homes.
As a PSS, you will be the heart of our care team, providing essential assistance with Activities of Daily Living (ADLs), including:
- Personal Care: Assisting with bathing, dressing, grooming, and toileting
- Mobility Support: Helping with bed mobility, transfers, locomotion, and positioning to ensure safety
- Nutrition: Preparing meals and assisting with eating as outlined in the client’s Plan of Care
- Home Management: Perform light housekeeping, laundry, and run essential errands
- Monitor and report changes in a client’s condition, health, or safety
- Provide medication reminders or assistance as allowed by training and care plan
- Companionship and comfort: Build supportive relationships, provide emotional well-being, and a reliable, friendly presence
- Follow safety procedures and infection control guidelines
- Maintain dependable attendance and follow assigned schedules
- Treat all clients with dignity, respect, and compassion
- Documentation & Compliance: Maintain accurate daily logs and use Electronic Visit Verification (EVV) to document care accurately and on time
- Certification: Valid Maine PSS Certification or DSP, and willingness to complete PSS training paid by the company within 9 months of hire
- Education: High School Diploma or GED
- Skills: Strong communication, reliability, and a passion for helping others
- Background: Ability to pass a Maine Background Check (MBCC)
- Physical: Ability to lift/support clients (up to 50 lbs) and assist with mobility
- Valid driver’s license and reliable transportation required
- Must maintain active vehicle insurance
- Must be available for afternoon and evening shifts
- Must have a working cell phone for EVV documentation and scheduling
